If you are using the Non-welcome XP login screen method then there is a set default background the Microsoft uses. I don't know why Microsoft decided to have a unique background for the login screen. I also don't know why Microsoft decided that putting in an easy way to change it wasn't necessary.
To Add a Image to the Windows XP login Screen.
1. Click the Start menu, then Click Run.
2. Type in regedit and click ok.
3. Go to HKEY_USERS\.DEFAULT\CONTROL PANEL\DESKTOP
4. Open the registry string "wallpaper"
5. Type in the full path of the .bmp image that you want to use as background.
- example: C:\Documents and Settings\User\My Documents\Pictuers\background.bmp
To change the color only
Same steps as above, except in registry editor, go to HKEY_USERS\.DEFAULT\CONTROL PANEL\COLORS
- modify the string "background"
- By default value it's 0 78 152, you can change this RGB code to whatever color you want. 0 0 0 = Black
